## Key takeaways

- American Electric Power (AEP) signed a sales agreement on 13 October for up to 1.6 GW of Mainspring Energy linear generators through 2034, the largest linear generator procurement to date, according to Mainspring.
- AEP has already bought a first tranche of 190 MW, with delivery starting in 2027. That is about 12% of the 1.6 GW ceiling (our calculation).
- Bloomberg reported that the deal could reach $4 billion over eight years. By our calculation, that implies about $2,500 per kW, close to the $2,670 per kW implied by NRG's 1.2 GW gas plant deal with a hyperscaler.
- The deal is small next to AEP's demand: 1.6 GW is about 2.3% of the 69 GW of contracted large load, mostly data centers, that AEP reported in July (our calculation from Utility Dive figures).
- It is AEP's third bet on fast, modular power for large customers, after up to 1 GW of Bloom Energy fuel cells and a $2.65 billion Bloom fuel cell plant in Wyoming announced in January.

The largest utility order yet for a new kind of small generator landed on Tuesday. AEP, which serves about 5.6 million customers in 11 states, agreed to buy up to 1.6 GW of Mainspring Energy's linear generators through 2034. The first 190 MW is already bought and starts arriving in 2027. Bloomberg put the potential value at about $4 billion over eight years.

This is today's deal decoded. AEP is not buying a power plant. It is buying speed: modular gas-fired units that can be placed near large loads while transmission and big turbines catch up. The question is whether the price and the volume make sense against the 69 GW of data center and industrial load AEP says it has under contract.

## The deal in numbers

Mainspring announced the agreement on 13 October from Menlo Park, California. AEP will buy up to 1.6 GW of Mainspring Linear Generators through 2034. Its first purchase is a 190 MW tranche, with delivery beginning in 2027, according to [Mainspring's release](https://www.mainspringenergy.com/news/mainspring-energy-signs-landmark-1-6-gw-agreement-with-aep-for-reliable-affordable-power-capacity). Mainspring called it the largest procurement of linear generators to date and its first gigawatt-scale deal with an investor-owned utility.

Neither company disclosed a price. [Bloomberg reported](https://www.bloomberg.com/news/articles/2026-10-13/aep-to-buy-mobile-power-units-in-deal-that-may-reach-4-billion) that the deal may reach $4 billion. [GuruFocus reported](https://www.gurufocus.com/news/9121387/american-electric-power-aep-to-acquire-16-gw-of-small-generators-from-mainspring-energy) the same order of value over eight years, and said AEP has options to add about 200 MW a year through 2034. Sites, fuel contracts and end customers were not disclosed.

The value is a reported estimate, not a disclosed contract price. It may include service and other costs, so the per-kW figure is indicative only. The 250 kW unit size is the smallest configuration Mainspring describes; systems scale to more than 100 MW.

## What AEP is buying: a generator built for speed

A linear generator has no turbine and no crankshaft. Fuel and air react in a chamber and push magnets back and forth through a coil. Mainspring says its units reach 46% efficiency, emit less than 1.5 ppm of NOx without aftertreatment, and can ramp from 0 to 100% output, according to the [company's website](https://www.mainspringenergy.com/). They run on natural gas today and can switch to biogas or other fuels in software. Tests in 2022 ran the units on 100% hydrogen and 100% ammonia, [Power Engineering reported](https://www.power-eng.com/business/aep-signs-up-to-pilot-low-emission-linear-generator-technology/).

The selling point is modularity. Mainspring says systems scale from a single 250 kW unit to arrays of more than 100 MW, according to its [April 2025 financing release](https://www.mainspringenergy.com/news/mainspring-secures-258-million-in-financing-to-scale-linear-generator-business-adds-energy-and-tech-leaders-to-board). That round raised $258 million, led by General Catalyst, with Amazon's Climate Pledge Fund among the investors, and took total funding past $800 million. Tom Linebarger, former chairman and CEO of Cummins, joined the board in that round and is now Mainspring's CEO.

> American Electric Power is demonstrating strategic leadership in navigating speed-to-power requirements.

This is not a first date. AEP was listed as an existing investor in Mainspring's 2021 Series D, [Canary Media reported](https://www.canarymedia.com/articles/climatetech-finance/mainspring-energy-raises-95m-for-linear-generators-as-a-cleaner-grid-alternative), and the two signed a memorandum of understanding in July 2022 to pilot the technology in Oklahoma. In our view, four years from pilot to a gigawatt-scale order is fast for a utility, and it says more about AEP's load book than about the technology.

## Who pays, who gains

**AEP.** The utility needs capacity faster than it can build or connect it. AEP's utilities had 69 GW of contracted data center and large industrial load at the end of June, up from 63 GW three months earlier: 45 GW in Texas, 12 GW in Ohio and 12 GW across Oklahoma, Indiana, Kentucky, Louisiana and Virginia, [Utility Dive reported](https://www.utilitydive.com/news/aep-secures-13-gw-of-gas-turbines-as-generation-central-to-growth-plans/826808/). AEP has secured about 13 GW of gas turbines from GE Vernova and Mitsubishi for delivery by 2031, with options on 10 GW more by 2035, and runs a $78 billion five-year capital plan. Linear generators fill the gap before those turbines and new transmission arrive.

> a scarce resource and will become increasingly more valuable.

**Data center customers.** In AEP's earlier on-site deals, the large customer paid. When Ohio regulators approved AEP Ohio's Bloom fuel cell projects for Amazon Web Services and Cologix in May 2025, AEP Ohio said "the costs of the projects will be borne solely by AWS and Cologix", under contracts of six and 15 years, [WOSU reported](https://www.wosu.org/2025-05-28/state-utility-officials-approve-aep-ohios-building-onsite-energy-generators-at-two-data-centers). AEP's 2024 fuel cell program used the same model: large customers cover all project costs under a special contract, [Power Engineering reported](https://www.power-eng.com/onsite-power/while-the-grid-catches-up-to-demand-aep-secures-up-to-1-gw-of-fuel-cells-for-data-centers-large-energy-users/). We expect the Mainspring units to be offered on similar terms, though AEP has not said so.

***Marc Reitter** , President and COO, AEP Ohio, [AEP, 5 Jun 2025](https://www.aep.com/news/stories/view/10262/)*

**Mainspring.** Up to 1.6 GW from a single buyer compares with the more than 1 GW the company says it has in advanced development and field operations across all customers. Its data center customers include Rowan Digital Infrastructure, Vantage Data Centers and EdgeConneX, [Latitude Media reported](https://www.latitudemedia.com/news/inside-mainsprings-plan-to-wrangle-the-ripple-effects-of-the-ai-boom/) in July. Delivery is now the risk. Mainspring plans a $175 million Pittsburgh factory to build 1,000 generators a year, part-funded by an $87 million Department of Energy grant whose timing is uncertain. At 250 kW per unit, that is about 250 MW a year (our calculation), only just above the roughly 200 MW a year AEP could call.

## What it costs: priced like a gas plant, delivered like equipment

On the reported value, the deal implies about $2,500 per kW. NRG's 1.2 GW combined-cycle gas plant for an unnamed hyperscaler in Texas, announced in August, is priced at $3.2 billion, or about $2,670 per kW, [Utility Dive reported](https://www.utilitydive.com/news/nrg-nears-12-gw-hyperscaler-deal-amid-texas-data-center-pause/827212/). NRG aims to deliver that plant in late 2029. AEP's own Bloom fuel cell plant near Cheyenne, Wyoming, announced in January, was valued at $2.65 billion, [Sherwood News reported](https://www.sherwood.news/markets/bloom-energy-surges-on-fuel-cell-deal-with-utility). That deal exercised a 900 MW option, according to [a report carried by TradingView](https://www.tradingview.com/news/gurufocus:a01704c46094b:0-bloom-energy-jumps-15-7-after-aep-discloses-2-65b-fuel-cell-deal/), which implies about $2,944 per kW (our calculation).

The scopes differ: equipment, a full plant, fuel and service terms are not like for like. Figures come from different sources and methods and should not be added together.

In our view, the price is not the point. A combined-cycle plant is cheaper per MWh once it runs, but it takes years and depends on scarce turbines. Linear generators cost about the same per kW up front and can be delivered in tranches from next year. For a utility with 69 GW of signed load, the value is time, and AEP is paying a gas plant price for it.

## A small deal next to a very large load book

Scale matters. By our calculation, 1.6 GW is about 2.3% of AEP's 69 GW of contracted large load, and about 12% of the 13 GW of gas turbines it has secured. Even with up to 1 GW of Bloom fuel cells, AEP's fast modular supply adds up to about 2.6 GW, against load commitments 26 times larger. AEP's total large load pipeline was 190 GW of active projects in May, [Utility Dive reported](https://www.utilitydive.com/news/aep-pjm-spp-data-centers-earnings/819419/), and nearly 90% of contracted load comes from data center companies.

## The wider pattern: utilities become on-site power providers

AEP is not alone in looking past the grid connection. Its chief executive said in May that slow generation interconnection in PJM "does not give me great confidence that these issues will be resolved anytime soon", and AEP was weighing an unregulated generation company to bid into PJM's planned reliability backstop, Utility Dive reported. That backstop, for 6,831 MW, is on hold after FERC suspended it on 29 September, as we covered in [our 12 October analysis](https://www.dcmarketinsights.com/news/pjm-is-6-8-gw-short-and-its-backstop-is-stalled-the-29-october-filing-decides-who-pays). On 7 October the Department of Energy told FERC that the costs of large loads should not be shifted to existing customers, [Utility Dive reported](https://www.utilitydive.com/news/doe-pjm-ferc-ratepayer-protection-large-load-data-center/832479/).

In our view, that is the regulatory logic behind the deal. Modular generators sited at or near a data center, paid for by that customer, keep the cost off other ratepayers and bring the load online before the grid can serve it. In Texas, where ERCOT is auditing a 474 GW large-load queue and TCEQ has paused data center permits, as we covered in [our 7 October analysis](https://www.dcmarketinsights.com/news/texas-froze-a-474-gw-data-center-queue-the-12-october-rfi-is-the-next-test), the same units would still need air permits. Behind-the-meter speed is real, but only where permitting is moving.

For the generator market, the signal is clear. DC Market Insights estimates the Data Center Generator Market at USD 8.31 billion in 2025, rising to USD 19.92 billion by 2035. Deals like this one push prime power, not just backup, into that spend.

### What it means for operators, investors and vendors

Our view, based on the deal terms above:

- **Ask your utility for a bridge-power offer.** AEP now has fuel cells and linear generators in hand. Operators in AEP territory can ask for on-site capacity under special contracts, as AWS and Cologix did in Ohio.
- **Budget about $2,500 per kW for speed.** On reported values, modular power is priced in line with a new combined-cycle plant, before fuel. Treat it as a bridge that may become permanent, and model fuel and maintenance over 15 years.
- **Watch delivery, not the headline.** Only 190 MW is firm. The rest depends on options and on Mainspring building about 200 MW a year, close to the roughly 250 MW its planned factory could make.
- **Plan for permits.** Gas-fired on-site units still need air permits. In Texas and other states that are slowing data center approvals, the permit can take longer than the equipment.
- **Investors: utilities are moving into on-site power.** AEP's three fast-power deals total about 2.6 GW of modular capacity plus a 13 GW turbine book. Utility-owned bridge power competes with third-party on-site developers.
- **Vendors: modular orders are getting bigger.** Gigawatt-scale orders for small units favour suppliers that can ship in tranches from 2027, and switchgear and gas interconnection suppliers that serve them.

## Frequently asked questions

### What did AEP agree to buy from Mainspring?

Up to 1.6 GW of Mainspring linear generators through 2034. AEP has bought a first 190 MW tranche, with delivery starting in 2027, according to Mainspring's 13 October release.

### How much is the AEP and Mainspring deal worth?

About $4 billion over eight years, according to Bloomberg. The companies did not disclose a price. By our calculation, the reported value implies about $2,500 per kW.

### What is a linear generator?

A generator in which fuel and air react to drive magnets in a straight line through a coil, with no turbine or crankshaft. Mainspring says its units reach 46% efficiency, run on natural gas or other fuels, and scale from 250 kW to more than 100 MW.

### How does this deal help data centers?

It gives AEP modular capacity it can place near large loads before transmission and big plants are built. AEP has 69 GW of contracted large load, nearly 90% from data center companies. In earlier on-site projects in Ohio, the data center customers paid the full project cost.
