Germany: a draft amendment published in April 2026 would relax these limits (to 1.3 for new and 1.6/1.4 for existing sites); it had not been adopted when we checked. How PUE is calculated
PUE = total facility energy ÷ IT equipment energy
DCiE = 1 ÷ PUE × 100%
- PUE is standardised in ISO/IEC 30134-2 (2026 edition).
- Use a full year of metered energy. Seasonal weather changes cooling load, so a single day or a design value can mislead.
- A PUE of 1.0 would mean every kWh reaches IT; real sites are always above it.
- PUE does not measure how efficiently the IT itself works, nor water use or carbon intensity.
Where operators usually look first
- Airflow: hot or cold aisle containment, blanking panels, sealed cable cut-outs
- Supply temperature: run as warm as the IT equipment allows
- Free cooling (economisers) where the climate allows
- Power chain: UPS efficiency modes, right-sized transformers and UPS
- Liquid cooling for dense AI and HPC racks
- Sub-metering, so each part of the overhead can be tracked

What is PUE?
Power usage effectiveness is the total energy a data center uses divided by the energy that reaches the IT equipment (servers, storage and network). A PUE of 1.5 means that for every 1 kWh used by IT, another 0.5 kWh goes to cooling, power conversion losses, lighting and other facility loads. The metric is standardised in ISO/IEC 30134-2.
What is a good PUE?
The industry average in the Uptime Institute 2025 survey was 1.54 (as cited by Google). Google reports 1.09 for its global fleet in 2025. Germany requires 1.2 or lower for new data centres starting operation from July 2026, and Singapore’s roadmap targets 1.3 or lower for all data centres within ten years.
What is DCiE?
Data center infrastructure efficiency is the inverse of PUE, shown as a percentage: the share of total energy that reaches IT equipment. A PUE of 1.5 equals a DCiE of about 67%.
Which numbers should I enter?
Use average power over a full year in kW, or annual energy divided by 8,760 hours. Measure IT load at the output of the UPS or power distribution units, and include all cooling, power losses (transformers, UPS, distribution) and other building loads. A single moment or a design figure will give a different PUE than a year of metered data.
