Presidential Resolution PP-4321: ban on state bodies building their own data processing centres
Presidential Resolution PP-4321 of 18 May 2019 'On measures to further improve the digital economy infrastructure and the E-Government system' (in force from 20 May 2019), subclause 4(b), prohibits state bodies from organising and constructing their own data processing centres, except in cases established by decisions of the President. lex.uz shows no repeal note for this subclause (other parts of the resolution were amended in 2021).

PQ-358: Strategy for development of AI technologies to 2030 (data processing centres and computing capacity)
Presidential Resolution PQ-358 of 14 October 2024 approves the Strategy for development of AI technologies until 2030 (effective 17 October 2024). It calls for strengthening data integrity and security of cloud services in data processing and storage centres and development of supercomputers and cloud platforms, and (clause 5, current wording on lex.uz) tasks the Ministry of Digital Technologies with launching computing capacity for data processing within AI projects by 1 May 2026. Several provisions of the resolution were amended by Presidential Decree PF-141 of 24 July 2026.

Instruction to secure 1 GW stable power supply for AI and data centre special zone in Karakalpakstan
At a 19 September 2026 meeting in Nukus, it was stated that 6 projects totalling USD 8 billion will be implemented in the special zone created for AI and data centres in Karakalpakstan; officials were instructed to develop a five-year programme and provide investors with stable power supply of 1 gigawatt. Annual cloud and AI export target of USD 600 million was also set.

Launch of AI data processing centre projects in Kungrad and Takhiatash ($2.281bn) and modular computing centre ($150m)
During the President's visit to Karakalpakstan on 18 September 2026, the first stage of a USD 150 million modular intelligent computing centre in Takhiatash district was launched, projects with Chinese partners to create AI data processing centres (and digital currency production) in Kungrad and Takhiatash districts totalling USD 2.281 billion were presented, and a data processing centre is to be built in Takhtakupyr district.

Draft resolution: 15% electricity discount on Group II tariff for data centres and crypto mining
Deputy Minister of Energy Umid Mamadaminov said on 6 March 2026 that Uzbekistan plans a 15% discount on the current Group II electricity tariff for data centres and cryptocurrency mining, applying nationwide, not only in Bukhara Region. A draft resolution was under review by the relevant ministries.

Karakalpakstan: modular AI computing centre and 10-fold increase in data processing/cloud capacity use
At a 20 February 2026 meeting on Karakalpakstan's socio-economic development, priorities included setting up a modular intelligent computing centre for AI in Taxiatosh district, attracting USD 5 billion of foreign investment into AI, and increasing use of data processing, cloud data and computing centre capacity 10-fold.

Decision to set up LINKWISE LLC for 300 MW AI/HPC data-centre project with Shanghai LinkWise near Takhiatash power plant
At a meeting led by Farhod Ermanov, Chair of the Council of Ministers of Karakalpakstan, organized by the Ministry of Digital Technologies and the Office for Investment Projects with support from the Ministry of Energy, IT Park and representatives of Shanghai LinkWise Data Intelligence Co., Ltd. discussed building a large data centre in the region; a decision was taken to set up a subsidiary, LINKWISE LLC, in Uzbekistan for an AI and high-performance computing infrastructure project to be sited in Takhiatash district near the Takhiatash thermal power plant. Stage 1 is about $700 million with construction from 2026; stage 2 up to $2.8 billion; total 300 MW; hydrogen equipment plus wind and solar energy planned.

Framework investment agreement for renewable-powered AI data centre in Takhiatash, Karakalpakstan (KCT)
IT Park reported a framework investment agreement worth $130.9 million signed between the Supreme Council of the Republic of Karakalpakstan and companies of the Keycore Technology Corp. (KCT, Taiwan) group for an AI data center in Takhiatash district powered by renewable energy sources. The page links it to the presidential special regime for Karakalpakstan, under which companies investing more than $100 million in data centre construction receive IT Park benefits and a special electricity tariff of $0.05/kWh.

Second phase of IT Park launched with 12 MW data centre jointly with DataVolt (expansion to 500 MW planned)
On 21 October 2025 the President launched the second phase of the IT-Park project in Mirzo-Ulugbek district of Tashkent. Within it, a 12 MW data center worth $150 million will be developed jointly with Saudi company Data Volt; an additional $3 billion is planned to expand total capacity to 500 MW in later stages.

Karakalpakstan preferential regime for AI infrastructure and data centre investors over USD 100 million (5-cent tariff, IT Park benefits, customs exemption)
At a presidential meeting on artificial intelligence on 21 October 2025, the need to increase the number of supercomputer clusters and data centers was emphasized, and it was stated that a preferential regime is being introduced in the Republic of Karakalpakstan. Investors committing more than $100 million to AI infrastructure there would receive an electricity tariff of 5 cents per kWh, IT Park benefits and exemption from customs duties on imported equipment. No adopting legal act number was cited on the page. IT Park Uzbekistan reported on 29 October 2025 that the special regime had been introduced under a Presidential resolution; the resolution number and date are not given and the act text was not found on lex.uz.

Ministry of Energy MoU with Shanghai LinkWise for 300 MW data centre in Bukhara region
On 24 July 2025 the Ministry of Energy of Uzbekistan and Shanghai LinkWise Data Intelligence Co., Ltd. signed a memorandum on implementing a 'Data Center' project with a 300 MW load in Bukhara region. Construction of another data center with a similar load in Surkhandarya region is also planned. The parties agreed to accelerate steps to implement the project.
