Grid access (2)
Wallonia: flexible high-voltage connection contracts (decree of 19 December 2025, CWaPE approval 25 June 2026)
Walloon decree of 19 December 2025 ('Neven I') allows new withdrawal connections in saturated grid zones under contracts that split firm and flexible capacity. Regulator CWaPE approved the ORES and RESA high-voltage standard connection contracts with firm and flexible capacity on 25 June 2026. Until 31 December 2027 at the latest only firm capacity is offered; the flexible part can be activated once the grid operators' tools are ready.
CREG decision (B)3027: revised code of conduct for connection and access to the transmission grid
CREG decision (B)3027 of 29 January 2026 amends the 20 October 2022 code of conduct for connection to and access to Elia's transmission grid. It sets binding deadlines (30-120 days) for each connection step with possible sanctions, restructures the procedure into go/no-go steps with project-maturity filters (incl. sworn statements on land availability), moves capacity reservation to a later stage with time-limited validity, adds a use-it-or-lose-it principle and allocation by user category (first come, first served within a category). Elia had a tolerance period to 9 September 2026 to clear its backlog. CREG told Parliament data centre requests are currently handled like other requests.
Efficiency rule (1)
Wallonia: data centre energy-performance reporting under the EU Energy Efficiency Directive (500 kW+)
Data centres in Wallonia with installed power demand of at least 500 kW must report energy performance data under the EU Energy Efficiency Directive to the SPW Territoire, Logement, Patrimoine, Energie. First report was due before 15 September 2024; after that a report is due every year before 15 May.

Announced and proposed
Measures that are not yet in force. Status changes when the rule takes effect or is withdrawn.
Elia proposal: separate data centre category with capped grid capacity
Transmission operator Elia proposed in October 2025 to put data centres in their own connection category with grid capacity reserved up to a set limit, so other industrial users are not crowded out; flexible (curtailable) connections would remain possible. Data centre connection requests rose ninefold since 2022 and capacity already reserved for 2034 is more than double the 8 TWh assumed in grid plans. Energy minister Mathieu Bihet said data centre demand will be handled in the 2028-2038 federal grid development plan. No cap figure set yet; CREG said in March 2026 DC requests are still treated like others.

Questions
Is there a data center moratorium in Belgium?
We have found no moratorium or restriction on new data centers in force in Belgium as of 12 October 2026. Proposed or announced measures, if any, are listed in the timeline.
What does electricity cost for data centers in Belgium?
The industrial electricity price in Belgium was 183 USD/MWh in 2025 (Eurostat nrg_pc_205, non-household band ID 2,000-19,999 MWh, excl. VAT and recoverable taxes: 2025-S1 0.1659 + 2025-S2 0.1571 EUR/kWh, mean 161.5 EUR/MWh x 1.1300 USD/EUR (Eurostat ert_bil_eur_a 2025 annual average) = 182.5 USD/MWh). Data center contracts can differ by voltage level, contract length and location.
How much of Belgium’s electricity is renewable?
Renewables supplied 34.3% of electricity generation in Belgium in 2025.
Where does this data come from?
Each action comes from a page we opened: a law, regulation, gazette notice, ministry or regulator release, grid operator notice or investment agency page, and only when official text is not available a company or trade publication. A second analyst re-opens the source before an item is published. Government sources are linked on the page; all sources come with the Excel data.
What counts as a restriction or moratorium?
A government or grid operator rule that stops, pauses, caps or conditions new data center capacity or grid connections, for a country or a region within it. Proposals are shown as proposed until they take effect.
How are power prices compared?
We use each country’s official statistics for industrial or non-household electricity, converted to US dollars per MWh at the average rate for the year where needed, and show the year and source. Contract prices for data centers can differ.
How often is it updated?
Countries are reviewed on a rolling schedule and changes are added as they are announced. Each item shows the date of the action.
