What is in the permits and incentives dataset?
Data center permits and incentives are the local approvals a project needs and the public support it receives: air permits for backup generators, zoning votes, tax abatement and incentive agreements, and the jobs and investment it pledges in return.
An air permit for backup generators often reveals a project, its size and its owner months before any announcement. Tax deals, local votes and lawsuits decide which projects go ahead and on what terms.
What is inside the dataset
One row per fact, linked by id to the facility, the operator and the market, so it joins with every other DC Market Insights dataset.
| Field | What it holds | Facts held |
|---|---|---|
| Generator air permit | Number and MW of backup generators as permitted, with the permit number. | 5 |
| Tax incentive | Abatement, exemption or payment in lieu of taxes, with term and value as stated. | 4 |
| Local vote | Zoning, rezoning or council decision and the vote. | 7 |
| Lawsuit or appeal | Court case or appeal against a project, with court and date. | 3 |
| Local moratorium | County or city pause on data center approvals, with dates. | 3 |
| Jobs pledged | Permanent jobs as stated in the incentive or announcement. | 10 |
| Investment pledged | Capital investment as stated, with currency. | 21 |
| Source, quote and date | The link, the exact words of the source and the date the value was true, on every row. | All |
Formats: Excel or CSV, one row per permit, agreement, vote or case, linked to the project.

Why you can rely on it
- Primary sources first. We never copy data center directories, research publishers or press-release wires. This dataset is built from:
- State environmental agency air permits
- County and city minutes, zoning and planning records
- Tax abatement and incentive agreements published by local authorities
- Court records
- The words and the date. Each value is stored with the source link, the exact sentence it comes from and the date it was true.
- A second, independent check. Every value is checked again against its source before it is stored. Values that cannot be confirmed are dropped.
- History, not overwrites. A new value is a new record, so changes in dates, MW and status stay visible.
- Our estimates are labelled. Anything we compute, such as a value per MW, is marked derived or DC Market Insights estimate.

What tax incentives do data centers get?
Most incentives are sales tax exemptions on equipment and property tax abatements or payments in lieu of taxes agreed with a county. Our table lists each agreement per project with its term and value as published.
Why do generator air permits matter?
Large data centers need backup generators, and those need an air permit. The permit states how many generators and how much capacity, often before the project is announced.
Do you track local opposition?
Yes, as public records: votes, appeals, lawsuits and moratoriums, each with its date and source. We do not record opinions.
