The market grew at 17.79% a year between 2020 and 2025, and 2025 alone added 16.9% over the USD 3.18 billion of 2024, as new IT capacity doubled from 6.0 GW in 2020 to 12.0 GW in 2025 and the installed base rose from 80 GW to 116 GW. Growth eases to 12.54% a year to 2035 because annual completions level off at about 27 GW, while the share of value that comes from operating sites rises: recurring inspection, testing and re-certification of a 311 GW installed base reaches USD 4.20 billion in 2035. Each AI hall also needs more testing per MW than a conventional hall, because liquid cooling loops, higher fault currents and 100 kilowatt (kW) racks must be proven under load before handover.

Data Center Testing Inspection Certification Market size 2020-2035: USD 1.64 billion in 2020, USD 3.72 billion in 2025 and USD 12.11 billion in 2035, a 12.54% CAGR from 2025 (DC Market Insights)

Market Scope: What Does the Data Center Testing Inspection Certification Market Cover?

The Data Center Testing Inspection Certification Market covers USD 3.72 billion of 2025 spending on services that verify data center facilities against their design and against published standards, bought by owners, operators, developers and their contractors.

Included: design reviews and Level 1 to Level 5 commissioning, including factory witness testing of switchgear, uninterruptible power supply (UPS) systems and generators, site acceptance testing, load-bank and integrated systems testing; electrical acceptance and maintenance testing, infrared thermography, protection relay and breaker testing; cooling, pressure and leak testing of chilled-water and liquid cooling loops; fire and life-safety inspection; structured cabling certification; construction quality assurance (QA) and quality control (QC) inspection; facility certification against tier and availability classes, European Norm (EN) 50600 and ISO/IEC 22237, energy management (ISO 50001), and sustainability ratings; and the audits behind EU energy reporting.

Excluded: factory testing of complete AI server racks (covered in the AI Rack Factory Acceptance Testing Services Market), product safety listing of equipment sold to all industries, IT security and service-organisation audits, routine maintenance contracts that do not produce a test report, and the fire, power and cooling equipment itself.

How the segments fit together: every dollar is counted once by lifecycle stage (new build, operational facilities, retrofit and expansion), once by service type, once by system tested and once by data center type; each dimension sums to the market total in every year.

Why Do Data Center Testing Inspection Certification Market Estimates Differ?

Public estimates for data center testing, inspection and certification differ mainly because of scope; DC Market Insights values the facility-level market at USD 4.40 billion in 2026.

Broader definitions add the testing of IT hardware and racks before shipment, product certification of power and cooling equipment, cybersecurity and compliance audits such as System and Organization Controls (SOC) 2 and ISO/IEC 27001, and full facility management contracts. Narrower definitions count only certification bodies and leave out commissioning, which is the largest service. This report keeps the facility view, so commissioning agents, engineering firms, testing groups and equipment makers’ field-test teams all compete in one market, while small and medium-sized enterprise (SME) server rooms and edge sites count when they buy testing or certification from a third party.

Element In this report Why
Commissioning and integrated systems testing Yes (USD 1.84 billion in 2025) Proves the facility meets design before handover
Electrical, cooling, fire and cabling inspection and testing Yes (USD 1.38 billion) Recurring tests required by standards and insurers
Facility certification and energy audits Yes (USD 494.30 million) Third-party attestation of design, build and efficiency
AI rack factory acceptance testing No IT hardware, counted in a separate DCMI report
Equipment product listing and type testing No Sold to equipment makers across all industries
IT security and SOC 2 audits No Information security, not the facility

Out of scope in prose too: rack burn-in testing at server factories, product safety listing, cybersecurity certification and facility management contracts. In-scope buyers include hyperscale cloud providers, colocation operators, enterprises, governments and SMEs that run their own server rooms.

Market Drivers: What Drives the Data Center Testing Inspection Certification Market?

Record data center construction drives the Data Center Testing Inspection Certification Market: new IT capacity rises from 12.0 GW in 2025 to 22.0 GW in 2030, and each new MW carries about USD 171,200 of testing, inspection and certification (DC Market Insights estimate).

Construction Volume: 12.0 GW of New Capacity in 2025

Every new hall is commissioned before it carries load, so new-build TIC spending follows completions. The International Energy Agency (IEA) expects data center electricity use to more than double from about 415 terawatt-hours (TWh) in 2024 to around 945 TWh by 2030. At 1.60% of a USD 10.7 million per MW facility cost, each new MW carried about USD 171,200 of testing, inspection and certification in 2025, and DC Market Insights estimates new-build value at USD 2.05 billion, or 55.3% of the market. Intertek told investors in March 2026 that increased investment in data centre infrastructure supports its industry and infrastructure growth.

Mandatory Maintenance Testing: NFPA 70B Became a Standard in 2023

The National Fire Protection Association (NFPA) turned NFPA 70B from a recommended practice into the Standard for Electrical Equipment Maintenance in its 2023 edition, requiring an electrical maintenance program with periodic testing and inspection. For data centers with thousands of breakers, busways and UPS modules, this turns tests into scheduled, documented work, and DC Market Insights estimates operational testing spend at USD 11,000 per installed MW in 2025, rising to USD 13,500 by 2035. Operational facilities account for USD 1.28 billion in 2025, or 34.3% of value.

Energy Reporting: EU Rules Cover Every Site Above 500 kW

Delegated Regulation (EU) 2024/1364 requires operators of data centres with at least 500 kW of installed IT power to report energy and water key performance indicators each year by 15 May, and Germany’s Energy Efficiency Act (Energieeffizienzgesetz, EnEfG) requires new sites opened from 1 July 2026 to reach a power usage effectiveness (PUE) of 1.2 or lower. Each rule needs metering, verification and audits, which lift certification and audit spending to USD 494.30 million in 2025, growing 14.91% a year.

Testing is moving from the end of construction into the factory and into daily operation, and DC Market Insights expects inspection and testing to grow 12.80% a year to USD 4.62 billion by 2035.

Liquid Cooling Adds Pressure and Leak Testing

AI halls run direct-to-chip cooling loops that must be flushed, pressure-tested and leak-tested before IT is installed, so mechanical and cooling systems are the fastest-growing system tested at 13.25% a year, reaching USD 4.00 billion by 2035. SGS said in April 2026 that hyperscale clients buy third-party commissioning, factory acceptance testing (FAT), site acceptance testing (SAT) and fire safety inspections as one package.

Sustainability Labels Arrive in 2027

The European Commission proposed an EU rating scheme for data centres on 21 September 2026 and expects the first labels for individual sites in 2027. Certification and audits rise from 13.3% of value in 2025 to 16.4% in 2035 as operators prepare evidence for ratings, energy audits and customer due diligence.

Testing Groups Buy Commissioning Specialists

Bureau Veritas agreed to acquire Lotusworks, an Irish commissioning, QA/QC and calibration firm with EUR 131 million of 2025 revenue and 750 staff, for an enterprise value of EUR 375 million in April 2026. The deal shows global testing groups moving into commissioning, the largest service in the market at USD 1.84 billion in 2025.

Market Challenges: What Holds the Data Center Testing Inspection Certification Market Back?

Skilled-engineer shortages and compressed schedules are the main limits; DC Market Insights estimates that each extra GW of completions needs about USD 171,200 of testing work per MW, which the field workforce must deliver.

Commissioning Engineers Are Scarce

Level 5 integrated systems testing needs electrical and mechanical engineers on site for weeks per hall. New capacity rises 83% from 12.0 GW in 2025 to 22.0 GW in 2030, while commissioning agents, testing groups and equipment makers recruit from the same pool; Bureau Veritas paid EUR 375 million, about 2.9 times Lotusworks’ 2025 revenue, in a deal that brought 750 staff.

Schedule Pressure Squeezes Testing Time

Testing is the last step before handover, so delays in power or equipment delivery shorten it. Vertiv reported a USD 15.0 billion backlog at the end of 2025, up 109%, which shows how much equipment is waiting for installation and test. Owners that cut test scope to meet energisation dates raise failure risk and push value from commissioning into later corrective testing, holding commissioning growth to 11.60% a year against 12.54% for the market.

Market Opportunities: Where Are the New Revenue Pools?

Operating-site testing and fast-growing regions hold the largest new revenue pools, together adding more than USD 3.5 billion between 2025 and 2035 (DC Market Insights estimate).

Operational Testing: 311 GW of Installed Capacity by 2035

The installed base rises from 116 GW in 2025 to 311 GW in 2035, and each MW needs recurring electrical testing, thermography, fire-system inspection and re-certification. Operational facilities reach USD 4.20 billion in 2035, growing 12.65% a year, and this revenue repeats every year rather than ending at handover.

Middle East and Africa: The Fastest-Growing Region at 16.39%

The stc and HUMAIN joint venture in Saudi Arabia plans data centers hosting up to 1 GW of AI workloads, and the first 200 MW of the Stargate UAE cluster is expected to go live in 2026. The Middle East and Africa reaches USD 847.84 million by 2035, growing 16.39% a year, as international testing groups support first-of-a-kind AI sites.

Pricing: How Much Does Data Center Commissioning and Testing Cost per MW?

DC Market Insights estimates new-build testing, inspection and certification at about USD 171,200 per MW of IT capacity in 2025, and recurring testing of an operating site at USD 11,000 per MW a year.

Year Facility cost (USD million per MW) TIC share of facility cost New-build TIC (USD per MW) Operational TIC (USD per installed MW a year)
2020 9.0 1.40% 126,000 9,000
2025 10.7 1.60% 171,200 11,000
2030 12.4 1.70% 210,800 12,500
2035 14.4 1.75% 252,000 13,500

Public anchor: the Lawrence Berkeley National Laboratory (LBNL) commissioning cost study found a median commissioning cost of USD 1.16 per square foot for new buildings, about 0.4% of construction cost, and USD 0.30 per square foot for existing buildings. Data centers spend about four times that share because they add factory witness tests, load-bank testing at full IT load and Level 5 integrated tests of every failure mode. The share rises from 1.40% in 2020 to 1.75% in 2035 as liquid cooling and higher rack power add test steps.

Standards and Regulation: Which Rules Shape Data Center Testing?

Seven rule sets shape the market, and DC Market Insights links USD 494.30 million of 2025 certification and audit spending directly to them.

  • NFPA 70B (2023 edition): electrical equipment maintenance program with periodic testing, now a standard rather than a recommended practice.
  • NFPA 75 and NFPA 70: fire protection of IT equipment and the National Electrical Code, which drive fire-system and electrical inspections.
  • NETA ATS and MTS: acceptance and maintenance testing specifications of the InterNational Electrical Testing Association (NETA), accredited by the American National Standards Institute (ANSI), used for switchgear, breakers and relays.
  • ASHRAE Guideline 0 and Standard 202: the commissioning process used on most new builds, from the American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE).
  • EN 50600 and ISO/IEC 22237: European and international data center facility standards used for third-party certification; ISO 50001 for energy management.
  • Delegated Regulation (EU) 2024/1364 and Germany’s EnEfG: annual EU reporting for sites of 500 kW or more, PUE of 1.5 or lower for existing German sites from 1 July 2027 and 1.2 for sites opened from 1 July 2026.
  • China’s 2024 data center green action plan: PUE within 1.25 for new and renovated large data centers by the end of 2025, and Japan’s Ministry of Economy, Trade and Industry (METI) benchmark of PUE 1.4 or lower by fiscal year 2030.

Methodology: How We Built the Data Center Testing Inspection Certification Market Model

DC Market Insights built the Data Center Testing Inspection Certification Market bottom-up from capacity and testing spend per MW, giving USD 3.72 billion in 2025 and USD 12.11 billion in 2035.

The model in numbers. New IT capacity of 6.0 GW in 2020, 12.0 GW in 2025, 22.0 GW in 2030 and 27.0 GW in 2035 multiplies a facility cost of USD 9.0, 10.7, 12.4 and 14.4 million per MW and a TIC share of 1.40%, 1.60%, 1.70% and 1.75%. Installed capacity of 80 GW in 2020, 116 GW in 2025 and 311 GW in 2035 multiplies operational testing spend of USD 9,000, 11,000, 12,500 and 13,500 per MW a year. Retrofit testing is 2.8% to 3.2% of the DC Market Insights renovation estimate. Values between anchor years are linear. Segment, regional and country splits are DC Market Insights allocations that sum to the total every year; the global capacity base matches the Data Center Market report.

Bound checks. (1) Ceiling: the whole market equals 2.9% of the roughly USD 128 billion facility cost of 2025 completions, and new-build testing alone is 1.60%, four times the LBNL median for commercial buildings, so the model already allows for the heavier data center test scope rather than understating it. (2) Ceiling: Bureau Veritas, Intertek and UL Solutions together reported about USD 14 billion of FY2025 revenue across all industries, while the largest disclosed data center platform among them is about EUR 300 million; a market far above USD 3.72 billion would need data center testing revenue that these groups and the engineering firms do not report. (3) Floor: the LBNL median of 0.4% of construction cost would give about USD 0.51 billion for 2025 new builds alone, and the Bureau Veritas platform of about EUR 300 million shows one provider already near that level, so the model’s USD 3.72 billion sits well above the floor.
