Full analysis
The Data Center Load Bank Market is valued at USD 581.73 million in 2026 and is projected to reach USD 1.31 billion by 2035, up from USD 491.52 million in 2025, a CAGR of 10.29% from 2025 to 2035 (DC Market Insights estimate). Nobody buys a load bank for its own sake: the money moves because a new data hall cannot be handed to a tenant until every generator, uninterruptible power supply (UPS) and cooling loop has carried full rated heat for days, and the servers are not there yet to make that heat. Integrated systems testing (IST) fills the hall with rented resistive or liquid-cooled load banks instead; one documented 1,450 kW Tier III build needed 12 units of 200 kW for 21 days. After handover the testing continues, because the National Fire Protection Association (NFPA) 110 standard asks diesel standby sets that run below 30% of nameplate in monthly exercise to take an annual supplemental-load test, while United States Environmental Protection Agency (EPA) rules cap routine engine running at 100 hours a year, so every test hour has to count. In 2025 that produced USD 273.60 million of commissioning and IST spend, USD 153.12 million of periodic generator and UPS testing and USD 64.80 million of permanently installed units. Liquid-cooled load banks grow fastest at 16.11% a year as artificial intelligence (AI) halls move heat into water, and Asia Pacific is the fastest region at 12.98% a year.

| Attribute | Details |
|---|---|
| Historical period | 2020-2024 |
| Base year | 2025 |
| Forecast period | 2026-2035 |
| Market size 2025 | USD 491.52 million |
| Market size 2026 | USD 581.73 million |
| CAGR 2025-2035 | 10.29% |
| Market size 2035 | USD 1.31 billion |
| CAGR 2020-2025 | 19.69% |
Load bank spending rose 2.46 times between 2020 and 2025, 19.69% a year, because new data center IT capacity brought into service each year rose from about 5.0 gigawatts (GW) to 12.0 GW, and every new megawatt is load-tested before handover. Growth slows to 10.29% a year after 2025 as yearly additions flatten toward 27 GW in 2035, but the testing base keeps compounding: installed IT capacity rises from about 116 GW to 311 GW, and the generators behind it need load-bank tests every year. The 2026 step of 18.35% reflects the 14 GW of new capacity DC Market Insights expects to be commissioned in 2026.

What Does the Data Center Load Bank Market Include?
This market counts USD 491.52 million of 2025 end-user spend on load banks used in data centers: units bought outright, units hired with cables and technicians, and permanently installed units at generator yards and UPS rooms.
Included
- Portable resistive load banks (air-cooled, 20 kW to 3,000 kW per unit) used for IST, generator and UPS tests.
- Resistive-reactive load banks that test generators at a 0.8 power factor.
- Rack-mount server simulator load banks (about 17.5 kW to 20 kW per rack) that heat white space like real servers.
- Liquid-cooled load banks (240 kW to 720 kW per unit) that put heat straight into a facility water or coolant loop.
- Permanently installed load banks wired to standby generators for monthly exercise.
- Rental fees, mobilisation, distribution cables and load bank operators billed with the hire.
Excluded
- Commissioning agent and engineering fees, counted in the Data Center Testing Inspection Certification Market.
- The generators, UPS units and batteries being tested.
- Load bank makers’ sales to rental fleets (the fleet owner’s later rental revenue is counted once, at the end user).
- Load banks for hospitals, ships, aircraft ground equipment, factories and utilities.
How Do the Load Bank Segments Fit Together?
Each 2025 dollar sits once in every dimension: the application (commissioning USD 273.60 million, periodic testing USD 153.12 million, permanent exercising USD 64.80 million) adds to USD 491.52 million, and so do the product, procurement and data center type splits.
Why Do Data Center Load Bank Market Estimates Differ?
DC Market Insights puts the 2026 market at USD 581.73 million for load banks bought, hired or installed for data centers only; estimates that add every end use or the full commissioning bill come out much larger.
Broader definitions add load banks for hospitals, ports, ships, military and aircraft ground power, factory acceptance testing at generator plants, and the fees of commissioning agents who run the test scripts. Some also count the manufacturer’s sale to a rental fleet and the fleet owner’s rental income, which counts the same unit twice. A narrower view counts only hardware sales and misses that most data center testing is hired: 69.1% of 2025 spend was rental with operators.
| Element | In this report | Why |
|---|---|---|
| Commissioning and IST load bank hire | Yes, USD 273.60 million (2025) | Paid by the data center builder or operator |
| Periodic generator and UPS tests | Yes, USD 153.12 million (2025) | Recurring operator spend |
| Permanently installed load banks | Yes, USD 64.80 million (2025) | Bought with the generator plant |
| Commissioning agent fees | No | Counted in testing, inspection and certification |
| Hospital, marine and military load banks | No | Not data center demand |
| Maker sales to rental fleets | No | Avoids counting one unit twice |
Hospital emergency power testing under accreditation rules, marine and offshore load banks, aircraft ground power units and generator factory test cells are therefore out of scope, even when the same load bank models serve them. In scope are all data center buyers: hyperscale and AI campuses, colocation providers, enterprises, and small edge and telecom sites that hire a single 100 kW unit once a year.
Why Are Data Centers Spending More on Load Bank Testing?
Three forces lift load bank spending from USD 491.52 million in 2025 to USD 968.40 million in 2030: bigger halls to commission, stricter generator testing and campuses with more than 100 standby engines each.
Integrated Systems Testing Needs Full Rated Heat Before Servers Arrive
Commissioning and IST took USD 273.60 million in 2025, 55.7% of the market, because a hall has to prove its cooling and power chain at full load before the tenant moves in. Aggreko reports a case in which 12 heat load banks of 200 kW ran for 21 days to commission a 1,450 kW Tier III data center, and a Spanish project that used 18 liquid-cooled units of 240 kW, 4.32 MW in all. DC Market Insights puts the load bank cost of that work at about USD 20,000 per new MW in an air-cooled hall in 2025, so 12.0 GW of new capacity meant about USD 240.00 million before any liquid-cooling premium.
NFPA 110 and the EPA 100-Hour Limit Push Testing onto Load Banks
Periodic generator and UPS testing reached USD 153.12 million in 2025. NFPA 110 asks diesel emergency power supplies to run monthly for at least 30 minutes at not less than 30% of nameplate kilowatts (kW), and permits a supplemental load bank to reach that level; sets that fail it take an annual test at 50% load for 30 minutes and 75% for one hour. At the same time, the EPA rules for emergency stationary reciprocating internal combustion engines (RICE), 40 CFR 63.6640, allow at most 100 hours a year for maintenance and readiness testing, as set out in the Electronic Code of Federal Regulations. A lightly loaded data center generator cannot reach 30% on building load alone, so a load bank does the job inside the hour budget. DC Market Insights assumes 55% of installed standby megawatts were load-bank tested in 2025, at about USD 1,600 per generator MW a year.
Campuses with 70 to 168 Standby Generators Multiply Test Days
A single campus now holds a fleet of engines, each tested on its own: the Maryland Public Service Commission recorded an application by Aligned Data Centers to site 168 diesel generators of 3 MW each, 504 MW in all, at one Frederick County site (Order No. 90830, October 2023). In Ireland, the Environmental Protection Agency (EPA) licence file for Amazon Data Services Ireland at Grange Castle lists 70 diesel generators of 6.49 megawatts thermal (MWth), with modelled testing of every set weekly at 25% load and quarterly at 90% load (EPA inspector’s report, May 2023). DC Market Insights counts about 1.5 MW of standby generation per MW of IT load, which turns 116 GW of installed IT capacity into about 174 GW of generators to keep tested.
How Is Data Center Load Bank Technology Changing?
The fastest change is the move from air to water: liquid-cooled load banks grow from USD 33.60 million in 2025 to USD 149.69 million in 2035, 16.11% a year.
Liquid-Cooled Load Banks of 500 kW to 720 kW for AI Halls
Liquid-cooled AI halls cannot be tested with hot air, because the heat must enter the facility water loop through the same coolant distribution units the servers will use. Aggreko launched a 500 kW liquid-cooled load bank for North American data centers in April 2025 that networks up to 200 units in 5 kW steps; Avtron Power Solutions added 500 kW and 720 kW liquid-cooled models in January 2026; and Crestchic showed a 600 kW liquid-cooled unit, delivering up to 648 kW at 415 volts, in March 2026. DC Market Insights adds a 40% premium to commissioning spend for each liquid-cooled megawatt, about USD 28,000 per MW in 2025.
Rack-Mount Server Simulators Test Containment Aisle by Aisle
Rack-mount server simulator load banks earned USD 62.90 million in 2025 and grow 13.97% a year, because they put heat where the servers will sit rather than in the middle of the aisle. Simplex’s MicroStar is rated up to 17.5 kW, Trystar’s SL20 server rack heater 20 kW and Eagle Eye Power Solutions’ TALON Nest up to 20 kW, each built for hot-aisle and cold-aisle commissioning.
Networked Controllers Run Hundreds of Units as One Load
A single 50 MW hall can need about 100 load banks of 500 kW at once, so control software is now part of the product: Avtron’s controller runs up to 250 load banks, Crestchic allows clusters of up to 240 and Aggreko up to 200. This favours rental fleets that can deliver matched units, cables and an operator team for a three- to four-week window.
What Holds Back Data Center Load Bank Spending?
Two limits keep growth near 10.29% a year after 2025: fleet shortages in peak commissioning months and the falling number of hours a generator may run.
Fleet Bottlenecks When Several 100 MW Halls Commission at Once
A 100 MW hall needs about 100 MW of load banks for its IST window, and the largest rental fleets measure their whole stock in the low hundreds of megavolt-amperes: Crestchic states a global fleet of over 150 megavolt-amperes (MVA). When several hyperscale halls commission in the same quarter, contractors wait for units or test in stages, which pushes spend into later months and caps the 2026 step at 18.35%.
Engine Running Limits and Generator-Free AI Designs
The 100-hour federal cap and local air permits reduce the number of test runs a generator can have, and some AI campuses plan battery storage, gas turbines or on-site power plants instead of a diesel set per block. DC Market Insights lowers the generator ratio from 1.5 MW to 1.4 MW per MW of IT load by 2035, which trims about USD 31.72 million from the 2035 periodic testing line.
Where Will New Load Bank Revenue Come From by 2035?
Two pools add the most: liquid-cooled testing (USD 33.60 million to USD 149.69 million) and periodic testing of a tripled installed base (USD 153.12 million to USD 444.11 million).
Liquid-Cooled Commissioning: USD 33.60 million to USD 149.69 million
The AI share of new capacity rises from 35% in 2025 to 66% in 2035, so the liquid-cooled premium applies to most new halls. Thermon (NYSE: THR) told investors in April 2026 that it had won orders for about 80 liquid load bank units since its July 2025 launch, with a quote log above USD 100 million, according to its Securities and Exchange Commission (SEC) filing.
Recurring Tests on 311 GW of Installed Capacity: USD 153.12 million to USD 444.11 million
Periodic testing grows 11.24% a year, faster than commissioning, because every new hall joins the testing base for 15 to 20 years. Service providers that sell annual generator, UPS and battery test contracts across a region’s operators capture this revenue; NFPA 111 already calls for a load bank at rated value in acceptance tests of battery-based stored emergency power.
How Much Does Load Bank Testing Cost per Megawatt?
Commissioning load bank spend averaged about USD 20,000 per new MW of air-cooled IT capacity in 2025, and USD 28,000 per MW in a liquid-cooled AI hall (DC Market Insights estimates).
| Cost line (DC Market Insights estimate) | 2020 | 2025 | 2030 | 2035 |
|---|---|---|---|---|
| Commissioning, air-cooled hall (USD per new MW) | 18,000 | 20,000 | 20,500 | 21,000 |
| Commissioning, liquid-cooled AI hall (USD per new MW) | 25,200 | 28,000 | 28,700 | 29,400 |
| Periodic testing (USD per generator MW per year) | 1,500 | 1,600 | 1,650 | 1,700 |
| Permanently installed load bank (USD per MW) | 31,000 | 30,000 | 29,000 | 28,000 |
Public price points are few, because rental firms quote on request. United States federal award records show a 12-month load bank rental for the United States Air Force at USD 244,658 (September 2025) and a purchase of two outdoor inductive-reactive load banks for USD 369,617, about USD 185,000 each (September 2025); neither record states the kilowatt rating. Prices per MW rise slightly to 2035 because liquid-cooled units and networked controllers cost more than the air-cooled boxes they replace, while permanent units get cheaper with volume.
Which Standards Require Data Center Load Bank Tests?
Four rule sets drive about USD 217.92 million of 2025 recurring and permanent load bank spend: NFPA 110, NFPA 111, the National Electrical Code and the EPA engine rules.
- NFPA 110, Standard for Emergency and Standby Power Systems: monthly exercise at 30% of nameplate or an annual supplemental-load test (50% for 30 minutes, then 75% for one hour); a 36-month duration test that may be combined with the annual load bank test.
- NFPA 111, Standard on Stored Electrical Energy Emergency and Standby Power Systems: acceptance testing of battery-based systems with a connected load bank at rated value.
- NFPA 70, National Electrical Code (NEC) 700.3(A): the authority having jurisdiction (AHJ) conducts or witnesses commissioning and testing of the complete emergency system on installation and periodically.
- 40 CFR 63 subpart ZZZZ and 40 CFR 60 subpart IIII (EPA): 100 hours a year for maintenance and readiness testing of emergency engines.
- Institute of Electrical and Electronics Engineers (IEEE) 450-2020: maintenance, test schedules and capacity testing of vented lead-acid batteries in standby service; IEEE 1188 covers valve-regulated lead-acid UPS batteries.
In the European Union, generator fleets above the 50 MWth threshold are licensed under the Industrial Emissions Directive, and Irish licence files model weekly and quarterly test regimes for each data center campus.
Which Data Center Load Bank Segment Earns the Most?
Portable resistive load banks earn the most, USD 220.15 million or 44.8% of 2025 spend, but liquid-cooled units grow fastest at 16.11% a year.
By Product Type
| Product Type | 2025 (USD million) | Share 2025 | 2035 (USD million) | CAGR 2025-2035 |
|---|---|---|---|---|
| Portable Resistive Load Banks | USD 220.15 million | 44.8% | USD 505.55 million | 8.67% |
| Resistive-Reactive Load Banks | USD 110.07 million | 22.4% | USD 273.00 million | 9.51% |
| Rack-Mount Server Simulator Load Banks | USD 62.90 million | 12.8% | USD 232.55 million | 13.97% |
| Liquid-Cooled Load Banks | USD 33.60 million | 6.8% | USD 149.69 million | 16.11% |
| Permanently Installed Load Banks | USD 64.80 million | 13.2% | USD 148.18 million | 8.62% |
Liquid-cooled load banks rise from 6.8% to 11.4% of spend, and rack-mount server simulators from 12.8% to 17.8%. Portable resistive units stay the largest line because every generator test and most air-cooled IST still uses them.
By Application
| Application | 2025 (USD million) | Share 2025 | 2035 (USD million) | CAGR 2025-2035 |
|---|---|---|---|---|
| Commissioning and Integrated Systems Testing | USD 273.60 million | 55.7% | USD 716.68 million | 10.11% |
| Periodic Generator and UPS Testing | USD 153.12 million | 31.2% | USD 444.11 million | 11.24% |
| Permanent Generator Exercising | USD 64.80 million | 13.2% | USD 148.18 million | 8.62% |
Periodic generator and UPS testing grows 11.24% a year, ahead of commissioning at 10.11%, because the installed base grows 10.36% a year while yearly new capacity grows 8.45% a year.
By Procurement Model
| Procurement Model | 2025 (USD million) | Share 2025 | 2035 (USD million) | CAGR 2025-2035 |
|---|---|---|---|---|
| Rental with Operators | USD 339.74 million | 69.1% | USD 875.34 million | 9.93% |
| Outright Purchase | USD 151.78 million | 30.9% | USD 433.63 million | 11.07% |
Rental with operators holds 69.1% of 2025 spend because a builder needs 100 MW of load banks for three or four weeks, then none. Outright purchase grows 11.07% a year as large operators buy their own liquid-cooled fleets for repeated hall handovers.
By Data Center Type
| Data Center Type | 2025 (USD million) | Share 2025 | 2035 (USD million) | CAGR 2025-2035 |
|---|---|---|---|---|
| Hyperscale and AI Campuses | USD 206.44 million | 42.0% | USD 654.48 million | 12.23% |
| Colocation | USD 162.20 million | 33.0% | USD 418.87 million | 9.95% |
| Enterprise | USD 93.39 million | 19.0% | USD 170.17 million | 6.18% |
| Edge and Telecom | USD 29.49 million | 6.0% | USD 65.45 million | 8.30% |
Hyperscale and AI campuses grow 12.23% a year to half of 2035 spend; enterprise sites grow only 6.18% a year as enterprise IT moves to colocation and cloud.
DC Exclusive: 10 MW Hall Commissioning Load Bank Bill, USD 200,000 Air-Cooled versus USD 280,000 Liquid-Cooled
A 10 MW hall costs about USD 200,000 in load bank work to commission with air-cooled units and about USD 280,000 with liquid-cooled units, according to this DC Market Insights cost teardown built from 9 inputs.
| Cost line (10 MW hall, 4-week IST window) | Air-cooled hall (USD) | Liquid-cooled AI hall (USD) | Basis |
|---|---|---|---|
| Load bank units on site | 50 units of 200 kW | 20 units of 500 kW | Unit ratings offered by Crestchic, Aggreko and Avtron |
| Load bank hire | 120,000 | 180,000 | USD 3.00 and USD 4.50 per kW-week, 4 weeks |
| Distribution cables, hoses and water skids | 25,000 | 20,000 | Fewer units, but coolant hoses and skids |
| Transport and mobilisation | 15,000 | 20,000 | Heavier liquid units |
| Load bank technicians | 25,000 | 30,000 | Two-shift operator team |
| Generator and UPS block tests | 15,000 | 30,000 | About 15 MW of generators, plus UPS strings |
| Total | 200,000 | 280,000 | USD 20,000 and USD 28,000 per MW |
The teardown shows where the 40% liquid premium comes from: the hire rate per kilowatt-week is half as high again, and the generator and UPS tests double because AI halls carry larger standby plants per megawatt. A builder who owns its liquid-cooled fleet and commissions four 10 MW halls a year pays roughly the hire cost of one hall for the units and recovers it within two to three handovers, which is why outright purchase grows faster than rental to 2035.

Legrand agreed in October 2025 to buy Avtron Power Solutions at an enterprise value of USD 1.125 billion; Avtron expected nearly USD 350 million of 2025 revenue, employs 600 people in five plants and earns nearly half of its revenue from data centers, according to the Legrand acquisition release. Avtron had been carved out of Schneider Electric’s ASCO Power Technologies in September 2022. Aggreko bought Crestchic for USD 148 million in February 2023 and states in its 2026 SEC filing that its data center revenue rose from USD 96 million in 2023 to USD 391 million in 2025, 11% of its USD 3.4 billion net revenue; that figure includes power generation as well as load banks. Sunbelt Rentals bought ComRent in February 2022 and describes its load bank fleet as the largest in the industry.
What Has Changed in Data Center Load Banks Since 2025?
Six dated moves since April 2025 show the shift to liquid-cooled units and the consolidation of makers.
- In April 2025, Aggreko launched a 500 kW liquid-cooled load bank for North American data centers that networks up to 200 units (Source: Aggreko).
- In July 2025, Thermon launched its Pontus and Poseidon liquid load banks, made in Morristown, Tennessee (Source: Thermon SEC filings).
- In October 2025, Legrand agreed to buy Avtron Power Solutions for an enterprise value of USD 1.125 billion (Source: Legrand).
- In January 2026, Avtron Power Solutions added LC35 and LC20 liquid-cooled load banks of 500 kW and 720 kW (Source: Avtron Power Solutions).
- In March 2026, Crestchic unveiled a 600 kW liquid-cooled load bank that clusters up to 240 units (Source: Crestchic).
- In May 2026, Crestchic opened a Swedish depot for the Nordic data center market (Source: Crestchic).
Analyst Takeaways: What Should Data Center Builders Plan For?
Book load banks with the generator order: USD 326.42 million of commissioning work in 2026 will compete for the same fleets.
- USD 28,000 per MW: budget liquid-cooled IST at about 40% above air-cooled, because hire rates and generator tests both rise.
- 69.1% rental: most builders should hire, but an operator commissioning four or more 10 MW halls a year recovers an owned liquid-cooled fleet within two to three handovers.
- 100 hours: plan generator tests inside the EPA limit, using load banks to reach the NFPA 110 30% level in each run.
- USD 444.11 million by 2035: recurring test contracts outgrow commissioning, because every hall stays in the testing base for 15 to 20 years.
Methodology: How Did DC Market Insights Size the Data Center Load Bank Market?
DC Market Insights built the Data Center Load Bank Market bottom-up from new and installed data center capacity, giving USD 491.52 million for 2025 from 12 model inputs.
Commissioning spend equals new IT capacity (12.0 GW in 2025, 22.0 GW in 2030, 27.0 GW in 2035) times USD 20,000 per MW in 2025, plus a 40% premium on the AI share (35%, 60%, 66%) that is liquid-cooled: USD 240.00 million plus USD 33.60 million. Periodic testing equals installed IT capacity (116 GW in 2025, 311 GW in 2035) times 1.5 MW of generation per MW of IT, times a 55% tested share, times USD 1,600 per generator MW: USD 153.12 million. Permanent units equal new generator MW times a 12% fit rate times USD 30,000 per MW: USD 64.80 million. Segment, region and country shares are applied to the total, and every split sums to it.
Three bound checks hold. Ceiling one: if every installed generator were load-bank tested each year and every new megawatt were commissioned at the liquid-cooled rate, 2025 spend would be about USD 614 million, above the USD 491.52 million base. Ceiling two: the market equals 5.9% of the USD 8.31 billion that DC Market Insights puts on the Data Center Generator Market in 2025, a plausible test budget for the equipment it protects. Floor: Avtron Power Solutions alone earned about USD 175 million from data centers in 2025 (nearly half of nearly USD 350 million) at factory prices, below the end-user total. UPS and battery tests are kept apart from the equipment in the Data Center UPS Market and the Data Center Battery Market. USD 581.73 million in 2026, up 18.35% from USD 491.52 million in 2025, according to DC Market Insights estimates. The market is projected to reach USD 1.31 billion by 2035, a CAGR of 10.29% from 2025.
10.29% a year from 2025 to 2035, after 19.69% a year from 2020 to 2025, because new IT capacity commissioned each year rises from 12.0 GW to 27.0 GW and installed capacity from 116 GW to 311 GW.
USD 273.60 million of 2025 spend paid for commissioning and integrated systems testing, where load banks make full rated heat and power draw before servers arrive. The rest paid for generator and UPS tests and permanently installed units.
About USD 20,000 per new MW for an air-cooled hall and USD 28,000 per MW for a liquid-cooled AI hall in 2025 (DC Market Insights estimates). A 10 MW hall costs about USD 200,000 or USD 280,000 to commission.
Monthly for 30 minutes at 30% of nameplate under NFPA 110, or an annual test at 50% for 30 minutes and 75% for one hour. EPA rules allow 100 hours a year of testing, so load banks make each run count.
A load bank that puts 240 kW to 720 kW of heat straight into a facility coolant loop. Liquid-cooled units grow fastest, 16.11% a year from USD 33.60 million in 2025 to USD 149.69 million in 2035.
Rental with operators took 69.1% of 2025 spend, USD 339.74 million, because a hall needs its full load bank capacity for only three or four weeks. Operators commissioning four or more halls a year increasingly buy.
North America, with USD 221.19 million or 45.0% of 2025 spend. Asia Pacific grows fastest at 12.98% a year, and India is the fastest large country at 17.66% a year.
Avtron Power Solutions (Legrand), Aggreko with Crestchic, Sunbelt Rentals, United Rentals and Herc Rentals hold about 55% of 2025 spend (DC Market Insights estimate). Avtron expected nearly USD 350 million of 2025 revenue.
USD 581.73 million in 2026 is the DC Market Insights figure for data center load bank purchase, hire and permanent units only. Estimates that add hospital, marine and military load banks or commissioning agent fees come out larger.
