In force now in Luxembourg
Grid access (1)
Data centre grid connection only where network capacity is confirmed by the grid operator
Answering QP 3164, the Economy and Environment ministers said a data centre can connect only if sufficient electricity network capacity is available; the grid operator concerned checks this availability and authorises the connection before the project goes ahead.
Power tariff (3)
Electricity excise: 0.1 EUR/MWh for very-high-consumption industry
Luxembourg's electricity excise is 1 EUR/MWh for consumption up to 25 MWh, 0.5 EUR/MWh above 25 MWh and 0.1 EUR/MWh for industry with very high electricity consumption; electricity carries the reduced 8% VAT rate. In March 2026 the government declined to cut excise or VAT further.
0.1 EUR/MWh
ILR decision E25/42: Creos 2026 network tariffs (high-voltage charges cut up to ~90%)
ILR accepted the 2026 transmission and distribution tariffs of Creos Luxembourg, applicable from 1 January 2026. After the state contribution, revenue recovered through network tariffs falls from 326.6 to 195.1 MEUR (-40.2%): -90.2% at 220 kV, -78.8% at 65 kV, -54.0% at 20 kV. Tariffs have a power (EUR/kW) and an energy (EUR/kWh) component with utilisation bands below and above 3,000 hours.
-40.2 % Change in network tariff revenue 2025→2026 (ILR tariff report 31 Mar 2026)
State pays EUR 150m of 2026 electricity network costs (Law, bill 8596)
The Chamber adopted bill 8596 authorising the government to contribute EUR 150 million to 2026 transmission and distribution network costs: EUR 71m at 220 kV, EUR 41.5m at 65-110 kV and EUR 37.5m at 20 kV. Grid operators deduct the amounts from the costs passed into tariffs, which cuts network charges for high-voltage users such as data centres for 2026.
150 EUR million 71m at 220 kV, 41.5m at 65-110 kV, 37.5m at 20 kV
Renewable energy (1)
No energy-mix requirement on data centre power; PNEC target 39% renewable electricity by 2030
Answering QP 3803 on the planned Bissen (Google) data centre, the Economy minister said customers choose their supplier and no requirement applies to the energy mix of the electricity bought. The national energy and climate plan (PNEC) targets 39% renewable electricity produced in Luxembourg by 2030. The operator committed in its environmental impact assessment to 100% renewable purchasing and a PUE of 1.3 or lower (Climate Neutral Data Centre Pact).
39 % PNEC 2030 renewable electricity target (domestic production)
Plan or strategy (2)
National Data Strategy (Accelerating Digital Sovereignty 2030)
Luxembourg's Data Strategy, part of the Accelerating Digital Sovereignty 2030 initiative presented on 19 May 2025, sets 33 actions to 2030, including a significant expansion of cloud services, data centres and computing power, sovereign and hybrid cloud, and more available, secure and sustainable data centres.
MeluXina-AI supercomputer and AI Factory in LuxConnect data centres (EUR 112m)
EuroHPC selected a Luxembourg consortium on 10 Dec 2024 to host the MeluXina-AI supercomputer and an AI Factory; the government approved it on 13 Dec 2024. Estimated cost EUR 112m, state co-financing EUR 60m; operated by LuxProvide and integrated into LuxConnect data centres in Bissen and Bettembourg.
112 EUR million Total estimated cost; state share EUR 60m

EED 2023/1791 transposition bill (data centre energy reporting) in drafting
Luxembourg missed the 11 Oct 2025 deadline to transpose the recast Energy Efficiency Directive, which includes data centre energy and sustainability reporting. In Dec 2025 the government said the transposition bill was in its final drafting stage and that it will use the EU data centre database rather than create a national one.

Questions
Is there a data center moratorium in Luxembourg?
We have found no moratorium or restriction on new data centers in force in Luxembourg as of 18 October 2026. Proposed or announced measures, if any, are listed in the timeline.
What does electricity cost for data centers in Luxembourg?
The industrial electricity price in Luxembourg was 165 USD/MWh in 2025 (Eurostat nrg_pc_205 band ID (2,000-19,999 MWh) excl. VAT: 2025-S1 0.1476 and 2025-S2 0.1444 EUR/kWh, mean 146.0 EUR/MWh x 1.1300 USD/EUR (2025 avg, same basis as BE). 2026-S1 0.1219 EUR/kWh.). Data center contracts can differ by voltage level, contract length and location.
How much of Luxembourg’s electricity is renewable?
Renewables supplied 23.3% of electricity generation in Luxembourg in 2025.
Where does this data come from?
Each action comes from a page we opened: a law, regulation, gazette notice, ministry or regulator release, grid operator notice or investment agency page, and only when official text is not available a company or trade publication. A second analyst re-opens the source before an item is published. Government sources are linked on the page; all sources come with the Excel data.
What counts as a restriction or moratorium?
A government or grid operator rule that stops, pauses, caps or conditions new data center capacity or grid connections, for a country or a region within it. Proposals are shown as proposed until they take effect.
How are power prices compared?
We use each country’s official statistics for industrial or non-household electricity, converted to US dollars per MWh at the average rate for the year where needed, and show the year and source. Contract prices for data centers can differ.
How often is it updated?
Countries are reviewed on a rolling schedule and changes are added as they are announced. Each item shows the date of the action.
Global capacity
How much data center capacity is installed worldwide?
Installed and forecast capacity in MW by region and country, 2020 to 2035, with low, base and high cases. Updated every quarter.
