Market Drivers: What Drives the Mega Data Center Market?

Three drivers explain most of the growth in the Mega Data Center Market: gigawatt-scale AI campuses growing at 20.31% a year, hyperscale capital budgets that reached USD 411.43 billion across four companies in their latest fiscal years, and a construction pipeline that held about 23.1 GW worldwide at the end of September 2025.

Gigawatt Campuses Grow at 20.31% a Year and Reach 30.9% of Spend by 2035

Campuses of 1 GW and above accounted for USD 15.10 billion, or 16.9% of the Mega Data Center Market, in 2025, and DC Market Insights forecasts USD 95.90 billion by 2035. The projects behind that forecast are already public. In September 2025, OpenAI announced five new Stargate sites that brought the program to nearly 7 GW of planned capacity and over USD 400 billion of investment over the next three years (Source: OpenAI announcement). Meta has said its Hyperion campus in Louisiana will be able to scale up to 5 GW over several years, and a United States and United Arab Emirates agreement covers a 5 GW AI campus in Abu Dhabi with G42 leading construction.

Four Hyperscalers Spent USD 411.43 Billion on Capital Assets in Their Latest Fiscal Years

Hyperscale cloud self-build is the largest operator segment at USD 52.08 billion (58.1%) in 2025. The budgets behind it are disclosed: Amazon’s purchases of property and equipment were USD 131.82 billion in 2025, Alphabet’s USD 91.45 billion, and Meta’s capital expenditure including finance-lease principal USD 72.22 billion, while Microsoft’s additions to property and equipment reached USD 115.95 billion in the fiscal year to June 2026. For 2026, Alphabet guides USD 175 billion to USD 185 billion (Source: Alphabet filing with the US Securities and Exchange Commission), Amazon about USD 200 billion and Meta USD 115 billion to USD 135 billion. DC Market Insights estimates that mega-campus facility construction absorbs about 12.7% of the four companies’ combined capital spending; servers, accelerators and networks take most of the rest, as tracked in the Hyperscale Computing Market report.

About 23.1 GW Was Under Construction Worldwide at the End of September 2025

The Mega Data Center Market is a construction market first. BloombergNEF counted about 23.1 GW of data center capacity under construction globally at the end of September 2025, split across 831 sites, with 17 GW in the Americas and 15.9 GW in the United States alone. BloombergNEF reported in July 2026 that the announced US pipeline had grown by a further 101 GW since December 2025. DC Market Insights models mega-campus completions rising from 6.6 GW in 2025 to 14.74 GW in 2030 and 19.04 GW in 2035.

The Mega Data Center Market is shifting toward liquid-cooled halls, on-site power and campuses that are linked into one logical AI cluster, and liquid-cooled capacity grows from 14.8% of spend in 2025 to 33.6% in 2035.

Liquid Cooling Moves from Pilot Halls to Whole Campuses

Liquid-cooled campuses are worth USD 13.29 billion in 2025 and reach USD 104.30 billion by 2035, growing at 22.88% a year, while air-cooled campuses grow at 5.25%. The shift raises mechanical content per MW: Turner & Townsend reported a 7 to 10 percent construction cost premium for AI data centers in the United States.

On-Site Power Becomes Part of the Campus Design

Power is now planned inside the fence. Meta has said its Prometheus campus in Ohio will come online in 2026, and Data Center Dynamics reported that the campus will use gas turbines. In Ireland, the Commission for Regulation of Utilities decided in December 2025 that new data centers must provide new dispatchable onsite or proximate generation and/or storage capacity matching 100% of their maximum import capacity on a de-rated basis.

Multi-Site AI Superfactories Link Campuses Together

Operators now connect mega campuses across states. Microsoft’s Fairwater AI datacenter in Wisconsin covers 315 acres with three buildings and 1.2 million square feet under roof, and in November 2025 Microsoft unveiled its next Fairwater site in Atlanta, Georgia, connected to the Wisconsin site. Linked campuses favor the 300 to 999 MW tier, which grows at 13.38% a year and overtakes the 100 to 299 MW tier in the early 2030s.

Market Challenges: What Holds the Mega Data Center Market Back?

Rising construction costs and grid-connection rules that make large loads pay for and share the burden of capacity are the two constraints DC Market Insights expects to slow the Mega Data Center Market, cutting up to USD 58.89 billion from the 2035 base case in the low scenario.

Construction Costs per MW Rose 21% in the 2026 Cost Guide

Cushman & Wakefield’s 2026 Data Center Development Cost Guide reported that all-in greenfield development costs in the United States and Canada average USD 17.6 million per MW, excluding chips, after a 21% rise in per-MW construction costs. Turner & Townsend ranked Tokyo and Singapore as the two most expensive markets at USD 15.2 and USD 14.5 per watt. DC Market Insights lifts the blended global facility cost from USD 11.60 million per MW in 2025 to USD 12.75 million in 2026 and USD 13.25 million in 2027, then by 2.4% a year.

Grid Operators Make Large Loads Commit and Curtail

Utilities and legislators now treat mega campuses as a separate class of load. The Public Utilities Commission of Ohio approved an AEP Ohio data center tariff in July 2025 that requires loads above 25 MW to pay for at least 85% of their subscribed monthly capacity for up to 12 years. Texas Senate Bill 6, signed on June 20, 2025, sets a default large-load threshold of 75 MW at a single site and enables the curtailment of large loads during firm load-shed events. The International Energy Agency notes that a typical AI-focused data center consumes as much electricity as 100,000 households, and the largest under construction will consume 20 times as much.

Market Opportunities: Where Are the New Revenue Pools?

The two largest new revenue pools in the Mega Data Center Market are AI and GPU cloud builders, growing at 18.79% a year, and sovereign AI programs in the Middle East, India and Southeast Asia.

AI and GPU Cloud Builders Grow Fastest Among Operators at 18.79%

AI and GPU cloud builders, including joint ventures such as Stargate and specialist developers such as Crusoe, spent USD 9.75 billion on mega-campus facilities in 2025, and DC Market Insights expects USD 54.55 billion by 2035. Crusoe topped out the eighth and final building at the Abilene, Texas Stargate campus in November 2025, a campus planned for a total power capacity of 1.2 GW.

Sovereign AI Campuses Lift the Middle East, India and Malaysia

Stargate UAE is planned as a 1 GW cluster in Abu Dhabi with 200 MW expected to go live in 2026, and HUMAIN in Saudi Arabia targets 1.7 GW of data center capacity in 2027 and roughly 3 GW by 2030. Google plans to invest approximately USD 15 billion over 2026 to 2030 in an AI hub in Visakhapatnam, India, capable of gigawatt-scale compute capacity, and AirTrunk plans more than 700 MW of IT load and USD 6.8 billion of investment across its Malaysian portfolio at full build-out.

Pricing: How Much Does a Mega Data Center Cost per MW?

A mega data center campus cost about USD 11.60 million per MW of IT capacity in 2025 on a global blended basis, rising to USD 16.02 million per MW by 2035. These are DC Market Insights estimates covering land, shell, electrical, mechanical and fit-out, excluding IT equipment.

Mega-campus cost and build inputs 2020 2025 2030 2035
Facility cost per MW (USD million) 8.50 11.60 14.23 16.02
Mega-campus completions (GW) 2.38 6.60 14.74 19.04
Mega share of global completions 44.0% 55.0% 67.0% 70.5%

The global blend sits below the USD 17.6 million per MW that Cushman & Wakefield reports for the United States and Canada because it includes lower-cost builds in Asia Pacific, the Middle East and Latin America, and because the 2025 cohort was priced before the 21% rise reported in the 2026 guide. Land is a small share of the bill: Cushman & Wakefield puts powered land in primary US markets at an average of USD 584,000 per MW in 2026 year-to-date.

Standards and Regulation: Which Rules Shape Mega Data Centers?

Four sets of rules shape how a mega campus is designed: Uptime Institute Tier classifications, the ANSI/TIA-942-C standard of the Telecommunications Industry Association (TIA), the ISO/IEC 22237 facility series, and energy and grid rules set by regulators.

Uptime Institute Tier Standard. A Tier III data center is concurrently maintainable with redundant components, and a Tier IV data center has several independent and physically isolated systems acting as redundant capacity components.

ANSI/TIA-942-C (May 2024). The standard covers architecture, telecommunications, power, cooling, fire protection, physical security, safety and monitoring for data centers.

ISO/IEC 22237-1:2021. The international facility standard specifies a classification system based on availability, security and energy efficiency.

ASHRAE thermal guidelines. The recommended dry-bulb envelope for equipment classes A1 to A4 is 18 to 27 degrees Celsius. The Uptime Institute 2025 survey found a weighted average annual power usage effectiveness (PUE) of 1.54.

Energy and grid rules. In September 2026, the European Commission proposed a common sustainability rating scheme covering individual data centers with a capacity above 500 kW, with the first labels expected in 2027 (Source: European Commission news release).

Methodology: How We Built the Mega Data Center Market Model

DC Market Insights built this market bottom-up from 18 annual completion cohorts (2019 to 2036). Each cohort combines global data center completions (12.0 GW in 2025, rising to 27.0 GW in 2035), the share delivered on campuses of 100 MW or more (55% in 2025, 70.5% in 2035) and a blended facility cost per MW (USD 11.60 million in 2025). Spending in each year is half the cost of the capacity completed that year plus half the cost of the capacity completed the next year, because construction spending leads handover. The total was split by 5 components, 3 campus-size classes, 4 operator types, 3 workloads, 3 cooling architectures and 5 regions, and every split sums to the market total. The result was checked against three bounds: the disclosed capital spending of four hyperscalers (USD 411.43 billion in their latest fiscal years, of which the hyperscale self-build segment is 12.7%), the US Census Bureau construction-spending series for data centers (USD 50.7 billion in April 2026, against a modeled US mega-campus value of USD 38.11 billion in 2025 that also includes land and owner-furnished equipment), and published per-MW costs from Cushman & Wakefield and Turner & Townsend. The analyst named on this page built the model, and the reviewer checked the arithmetic, the sources and the dates before publication.
