In force now in Paraguay
Restriction (1)
Law 7300/2024 on electricity theft for crypto mining (up to 10 years prison, asset seizure)
Law 7300/2024 protects the integrity of the electricity system and amends Article 173 of the Penal Code: taking electricity from installations above 1,000 V, or with the intention of crypto-asset mining or similar activity, is punishable by up to ten years in prison. Seized equipment can be assigned to ANDE and proceeds from early sale go to ANDE.
Power tariff (3)
ANDE Pliego de Tarifas N 21 (updated November 2024): very-high-voltage 220 kV tariff
ANDE's general tariff schedule (Pliego 21, approved by Decreto 6904/2017, updated version November 2024). Category 620 (220 kV, station or substation supply): reserved power 31,033 PYG/kW-month, peak energy 232.4 PYG/kWh, off-peak energy 165.4 PYG/kWh. Data-processing, crypto mining and data center users at 220/66/23 kV are moved to the Special Intensive Consumption Group (numeral 4.12.8).
165.4 PYG/kWh Off-peak energy charge, category 620 (220 kV). Peak 232.4 PYG/kWh; reserved power 31,033 PYG/kW-month. Read from an Internet Archive copy of the ANDE URL (site unreachable 22 Oct 2026).
ANDE Resolution P/N 49238: Special Intensive Consumption Group (GCIE) tariff for crypto mining and data centers
ANDE updated the tariffs of the Grupo de Consumo Intensivo Especial, which covers users that process data or provide storage services, including crypto mining, blockchain, tokens and data centers, supplied at 220 kV, 66 kV and 23 kV. Users must sign a Special Supply Contract (term capped at 31 Dec 2027); supplies with a monthly load factor of 80% or more for two billing cycles are presumed to belong to the group and are regularised with a fine. Contract conditions may be reconsidered for data centers that show their computing is not for crypto/token generation and hold a CONATEL licence, with MITIC verification.
Itaipú unit cost of electricity service (CUSE) fixed at USD 19.28/kW-month for 2024-2026
Itaipú Binacional set the CUSE for 2024-2026 at USD 19.28/kW-month, up 15.4% from USD 16.71. Itaipú power is ANDE's main supply cost and drove the 2024 GCIE tariff update. The same announcement said the revision of Annex C of the Itaipú Treaty would start soon; the basis from 2027 depends on that binational process.
19.28 USD/kW-month
Incentive (2)
Law 7547/2025 Maquila Regime (adds service maquila; 1% single tax)
Law 7547/2025 replaces the 1997 maquila law and covers service maquila delivered to a foreign company using ICT or other remote means. Maquila contracts and programme activities pay a single tax of 1% on value added; Law 1064/1997 provisions are repealed 12 months after entry into force.
1 % single tax on value added
Law 523/1995 Free Zones regime (0.5% single tax on exports)
Law 523/1995 authorises free zones under fiscal and customs control. Users exporting to third countries pay a single 'Impuesto de Zona Franca' of 0.5% of gross export revenue. Services beyond those listed can be authorised by the Executive if aimed at the international market.
0.5 % of gross export revenue
Renewable energy (1)
Law 7599/2025 modernising the regime for non-hydro renewable electricity (repeals Law 6977/2023)
Law 7599/2025 promotes generation and use of electricity from non-conventional, non-hydro renewables. Self-generators up to 1 MW only register; ANDE must take surplus up to 1 MW. A Large Consumer has maximum demand of 30 MW or more; generators and self-generators may sell to Large Consumers under sale contracts with transport/toll charges. ANDE may sign supply contracts up to 30 years via international tenders. Projects may use Law 60/90 and Law 523/95 incentives.
Plan or strategy (1)
Decree 2553/2024: National Energy Policy of Paraguay to 2050 (repeals Decree 6092/2016)
Decree 2553 approves the National Energy Policy to 2050 prepared under the Vice-Ministry of Mines and Energy (MOPC), replacing the 2040 policy of Decree 6092/2016. It aims at energy security with self-supply, efficiency and minimum cost, use of national sources (hydro, bioenergy, other alternatives), and consolidating Paraguay as a hub of regional energy integration.

Questions
Is there a data center moratorium in Paraguay?
Yes. 1 restriction on new data centers is in force in Paraguay: Law 7300/2024 on electricity theft for crypto mining (up to 10 years prison, asset seizure).
What incentives does Paraguay offer data centers?
In force: Law 7547/2025 Maquila Regime (adds service maquila; 1% single tax) and Law 523/1995 Free Zones regime (0.5% single tax on exports). Each is listed with its authority and dates on this page.
What does electricity cost for data centers in Paraguay?
The industrial electricity price in Paraguay was 33.0 USD/MWh in 2026 (USD/MWh as stated (approx., at the exchange rate) by the ANDE president for Atome's 220 kV supply under Pliego 21. Official Pliego 21 cat. 620 (220 kV): 165.4 PYG/kWh off-peak, 232.4 peak, plus 31,033 PYG/kW-month; no BCP rate retrieved, so not converted.). Data center contracts can differ by voltage level, contract length and location.
Where does this data come from?
Each action comes from a page we opened: a law, regulation, gazette notice, ministry or regulator release, grid operator notice or investment agency page, and only when official text is not available a company or trade publication. A second analyst re-opens the source before an item is published. Government sources are linked on the page; all sources come with the Excel data.
What counts as a restriction or moratorium?
A government or grid operator rule that stops, pauses, caps or conditions new data center capacity or grid connections, for a country or a region within it. Proposals are shown as proposed until they take effect.
How are power prices compared?
We use each country’s official statistics for industrial or non-household electricity, converted to US dollars per MWh at the average rate for the year where needed, and show the year and source. Contract prices for data centers can differ.
How often is it updated?
Countries are reviewed on a rolling schedule and changes are added as they are announced. Each item shows the date of the action.
Global capacity
How much data center capacity is installed worldwide?
Installed and forecast capacity in MW by region and country, 2020 to 2035, with low, base and high cases. Updated every quarter.
